(San Diego, CA) A 6-year-old boy was killed Saturday afternoon, January 17, after being struck by a hit-and-run driver while riding his bicycle in a Pacific Beach Drive collision.

San Diego police said the crash occurred around 3:45 p.m. as the child rode eastbound along the 1500 block of Pacific Beach Drive. Officers said the boy crossed the west alley of the 4000 block of Ingraham Street. At that moment, a vehicle turning into the alley struck him.

According to San Diego Police Officer Jose Perales, a 32-year-old woman traveled eastbound on Pacific Beach Drive. When she turned, she struck the boy, knocking the child from his bicycle. Police said the driver stopped briefly, then accelerated southbound through the alley. As a result, she ran over the child before fleeing the scene.

Paramedics transported the boy to a hospital, where doctors pronounced him dead despite emergency medical efforts. Authorities have identified the boy as Hudson Stephen O’Loughlin.

Investigators later located the suspect vehicle in National City. Officers took the woman into custody, though police did not immediately release her name. The investigation remains ongoing as detectives continue reviewing evidence and witness statements.

Analysis on the Pacific Beach Drive Collision

When a child is killed in a hit-and-run crash involving a bicycle, investigators review traffic safety laws to understand what factors may have contributed, without assigning fault prematurely. These reviews focus on turning movements, driver responsibility, and actions taken after a collision.

Because the driver allegedly fled the scene, investigators will closely examine the Hit-and-Run Law. This law requires drivers involved in a crash causing injury or death to stop, provide identifying information, and render reasonable assistance. Leaving the scene can delay lifesaving aid and often carries severe legal consequences.

Since the collision involved a right turn into an alley where a child was riding, authorities may also review the Unsafe Turning Law. This law requires drivers to ensure a turn can be made with reasonable safety before proceeding. Alleys and sidewalks present added risks, especially in residential and beach communities with frequent bicycle traffic.

Investigators may additionally consider the Duty of Care to Bicyclists Law, which generally gives bicyclists the same rights and responsibilities as other roadway users. Drivers are expected to remain alert for cyclists, including children, and to adjust driving behavior accordingly. These statutes help investigators evaluate what may have led to the Pacific Beach Drive collision as the case moves forward.
