    Victim Identified After Fatal South LA Hit and Run

    Yesterday, Mark Cooper,23, was identified after getting hit by a sedan on 56th street. He was killed alongside another pedestrian.

    (South Los Angeles, California) Yesterday, Mark Cooper,23, was identified after getting hit by a sedan on 56th street. He was killed, including one other pedestrian on sight. The driver left the scene without stopping.

    The Los Angeles County Medical Examiner’s office identified Mark Cooper, but his residence has not been identified. 

    The Los Angeles Police Department confirmed that a light sedan vehicle struck the two pedestrians around 10:55 am. The driver did not stay at the scene and fled north on Western.

    After the incident, both victims were taken to a medical facility where Cooper was pronounced dead. 

    Analysis South LA Hit and Run

    There are two code laws that investigators may take a look at in this collision. It is the California Code, VEH 21950 and California Code, VEH 20001. The first code discussed one of the following in who has the right-of-way. VEH 20001 discusses requirements and violations after injuring or killing a person while driving.

    Because the driver struck two pedestrians, investigators may research who had the right of way in this collision. Code VEH 21950 (a) discusses that vehicles yield the right-of-way to pedestrians crossing an unmarked/marked cross walk at an intersection. 

    Another specific section of the code  investigators may want to view is (B) to help evaluate if perhaps the pedestrians were violating this law. (B) states (a) does not relieve pedestrians from practicing care for themselves. Pedestrians can not suddenly leave a curb or anywhere that is safe or walk or run in the path of a vehicle that is close enough to cause a hazard. 

    Investigators may look at the California Code, VEH 20001(a) in regards to the hit and run incident. This code states that if you injure or cause death to someone then you have to stay on scene and follow section 20003 and 20004.(B) If you violate (a), then you can be punished by being imprisoned in the state prison or county jail for not more than a year. You can also get fined 1,000 dollars up to 10,000. You might even get imprisoned and fined.
