    State Route 94 Collision Killed Guillermo Pagan in Jamul

    Guillermo Pagan was killed when he was walking on the freeway when an SUV struck him in a State Route 94 collision in Jamul.

    (Jamul, CA) A 55-year-old man was struck and killed early Thursday morning, November 20, in a State Route 94 collision after being hit by an SUV while walking along the highway west of Hillside Drive.

    According to the California Highway Patrol, the crash occurred shortly before 4:30 a.m. on the eastbound side of State Route 94 in Jamul. Investigators said the pedestrian, later identified as Guillermo Pagan, walked on the roadway when he an oncoming SUV struck him.

    Emergency responders arrived to find Pagan gravely injured. Despite life-saving efforts, he died at the scene before paramedics could transport him to a hospital.

    Authorities have not released details about the driver of the SUV. The investigation remains ongoing.

    Overview on the State Route 94 Collision

    In pedestrian highway fatalities, investigators often examine several key traffic laws to determine what caused the incident. The Pedestrian Roadway Law prohibits pedestrians from walking on a roadway when an adjacent sidewalk is available. When sidewalks are absent, pedestrians must walk as close as practicable to the left-hand edge of the roadway, facing oncoming traffic.

    However, the Duty to Exercise Due Care Law still requires drivers to operate vehicles with caution. They must take all reasonable steps to avoid hitting pedestrians.

    The Basic Speed Law may also be considered, as it mandates that motorists travel at speeds safe for the conditions. This includes early morning darkness and rural roadway visibility, as in the State Route 94 collision.
