(Chula Vista, CA) Authorities have identified both the victim and a suspect following a fatal North Greensview Drive collision involving a hit-and-run that occurred Sunday evening, January 11.

The Chula Vista Police Department said officers responded around 5:30 p.m. to the area of North Greensview Drive and Park Meadows Road. When police arrived, they found Ruizhi You, 70, on the roadway. Officers determined she had been struck by a vehicle that fled the scene.

Paramedics transported You to a hospital, where she later died from her injuries. Investigators did not immediately release details about where You was positioned in the roadway at the time of the collision.

Following the crash, detectives canvassed the neighborhood, interviewed residents, and reviewed available video footage. Two days later, investigators located the suspect vehicle connected to the collision.

Authorities arrested Monica Armenta, 46, just after 5 p.m. Tuesday at an undisclosed location in Chula Vista. Officers booked her into the Las Colinas Detention and Reentry Facility on suspicion of felony hit-and-run and vehicular manslaughter. Police did not release information about whether alcohol, drugs, or speed contributed to the crash.

Police urged anyone with additional information to contact the Chula Vista Police Department Traffic Bureau or Crime Stoppers.

Opinion on the North Greensview Drive Collision

When a pedestrian is killed and a driver leaves the scene, investigators review traffic safety laws designed to protect vulnerable road users and ensure accountability. These reviews help clarify what actions may have contributed, without assigning fault prematurely.

Because the driver allegedly fled after the collision, investigators closely examined the Hit-and-Run Law. This law requires a driver involved in a crash causing injury or death to stop, provide identifying information, and render reasonable assistance. Leaving the scene can delay emergency care and significantly affect outcomes for victims.

Since the incident involved a pedestrian in the roadway, authorities may also consider the Duty of Care to Pedestrians Law. This law requires drivers to exercise due care to avoid colliding with pedestrians, even outside marked crosswalks. Residential streets often demand heightened caution due to foot traffic and limited visibility.

Finally, investigators may review the Vehicular Manslaughter Law when evaluating whether driving behavior rose to the level of criminal negligence. This statute is applied based on the totality of circumstances surrounding a crash. Together, these laws help officials evaluate what may have led to the North Greensview Drive collision as the case proceeds.

    Help for You’s Family

If you are related to Ruizhi You, staying in contact with investigators can help you receive updates and obtain the official collision report when it becomes available.

You may also consider speaking with a legal professional experienced in fatal pedestrian cases to better understand your options. Emotional support is essential, and leaning on family members, friends, or local grief counseling resources can help during an incredibly difficult time.
