    Manuel Flores Died in Highway 99 Crash in Fresno

    Manuel Flores was killed when a semi-truck struck him while he walked in the slow lane in a Highway 99 crash in Fresno.

    (Fresno, CA) A Highway 99 crash resulted in the death of Manuel Flores, 25, of Fresno that stopped northbound traffic near Clinton Avenue.

    According to the California Highway Patrol, officers received alerts around 10:30 p.m. to reports of a pedestrian walking in the slow lane of northbound Highway 99 just south of Clinton Avenue. Before officers could reach him, a semi-truck hauling a trailer struck Flores.

    Emergency responders attempted lifesaving measures, but pronounced Flores dead at the scene. The driver of the truck, a 21-year-old man, remained on site and cooperated with investigators.

    Authorities closed all northbound lanes for several hours as CHP conducted an on-scene investigation. Authorities said it is not yet known if drugs or alcohol played a role in the fatal collision, and toxicology results are pending.

    Overview on the Highway 99 Crash

    When a pedestrian is struck on a major highway, investigators examine several key traffic laws to determine liability and contributing factors. The Pedestrian Roadway Law prohibits pedestrians from walking along or within the lanes of a freeway except in emergencies or when authorized by officials.

    However, the Duty to Exercise Due Care Law also applies. This requires drivers to remain vigilant and take every reasonable step to avoid hitting a pedestrian.

    Finally, investigators will also look into the Basic Speed Law. This mandates that motorists maintain a speed that is safe for current conditions, including low-visibility situations. CHP will use these statutes to help reconstruct the sequence of events in the Highway 99 crash.
