(Keenesburg, Colorado) The family of Evan Suppes grieves for their loss who was killed by Luis Enrique Pena,19, on August 30th at I-25.

Pena is now held with a $125,000 bond in regards to his charges of vehicular homicide, fleeing the deadly scene, and driving with a revoked license. Investigators of the crash say that Pena was driving 144-mph when the required speed was 65-mph.

According to 9News Pena was arrested for driving under the influence of alcohol a month before he turned 18 in July 2025 and was found guilty of a misdemeanor DUI charge. When April 2026 came around, he was arrested for driving recklessly with a revoked license. At that moment, he was driving with a family member’s car without permission. He then did it again in this collision, driving his mom’s BMW SUV vehicle with a revoked license.

Pena admitted that after the fatal crash, he left the scene by, requesting an uber ride. When officers arrived at the scene, Evan Suppes was found and pronounced dead at the scene.

His grieving mother told 9News “He was the youngest, very selfless. He would give the last dollar he had to anybody that needed it.”

Legal Analysis on Luis Enrique Pena’s Speeding Accident

Since Pena was charged with speeding, vehicular homicide, and driving with a revoked license, investigators may have reviewed (CRS) 42-2-1101, (CRS) 42-2-129, and (CRS) 42-2-206 to help determine the charges Pena is now facing.

Investigators may have reviewed (CRS) 42-2-1101(1), prohibiting driving above the reasonable speed limit. Because Pena was driving with a speed of 100 mph in a zone that requires a speed of 65 mph, investigators may have reviewed (CRS) 42-2-1101 (g) which prohibits driving above the speed limit that’s designed by an official traffic control device. This itself may indicate that the Pena disobeyed the traffic control device.

Because Pena is now charged with vehicular homicide, before the charge was made, investigators may have reviewed (CRS) 18-3-106(a), stating that if one drives recklessly that results in death of another person, has committed vehicular homicide.

Based on what we know, Pena has driven with a revoked license twice. Before charges were made in regards to him driving with a revoked license, investigators possibly reviewed CRS 42-2-206, prohibiting driving with a revoked license and if one is found as an habitual offender, they have committed Class 2 Traffic Misdemeanor. A habitual offender is one who drives repeatedly with a revoked license.
