(El Cajon, CA) A 21-year-old man was killed early Saturday morning, January 17, after being struck by a vehicle while walking on the freeway in an Interstate 8 collision.

CHP officers said the crash occurred around 1:20 a.m. on westbound Interstate 8 near Mollison Avenue. Investigators reported that the pedestrian entered the roadway from the Mollison Avenue area. They walked into the path of a westbound 2021 Toyota Venza driven by a 49-year-old man.

According to CHP, the pedestrian was within the travel lanes during low-light conditions when the vehicle struck him. Medical personnel pronounced the man dead at the scene. Authorities described the victim as a 21-year-old man from Kaibeto, Arizona. His name was not released publicly. The driver of the Toyota did not suffer injuries.

Investigators said the circumstances leading up to the collision remain under review. CHP did not indicate that alcohol or drugs were suspected in connection with the driver. Officials also did not release information about the pedestrian’s clothing, visibility aids, or whether traffic conditions played a role. Several details about how long the pedestrian had been on the freeway were listed as unknown.

Overview on the Interstate 8 Collision

When a fatal pedestrian crash occurs on a freeway, investigators review traffic safety laws to understand what factors may have contributed, without assigning fault prematurely. These reviews focus on pedestrian conduct, driver response, and roadway conditions.

Because the pedestrian was reportedly walking within freeway lanes, investigators may examine the Pedestrian on Roadway Law. This law generally prohibits pedestrians from walking along or within controlled-access highways, except under specific emergency circumstances. Freeways limit escape routes and leave drivers little time to react.

Authorities may also review the Basic Speed Law. This law requires drivers to operate at speeds reasonable for traffic, visibility, and roadway conditions. While the driver was traveling within a normal traffic flow, nighttime conditions can shorten sight distance and reduce reaction time when unexpected hazards appear.

If driver attentiveness becomes a question, investigators sometimes consider the Duty of Care Law. This law requires drivers to exercise due care to avoid colliding with pedestrians when possible. On freeways, however, even attentive drivers may have no safe options when a person enters active lanes suddenly. Together, these statutes help CHP evaluate what may have led to the Interstate 8 collision as the investigation continues.

    Advice for the Family

If you have lost a loved one in a sudden roadway tragedy, staying in contact with investigators can help you receive updates and obtain the official collision report when it becomes available.

You may also consider speaking with a legal professional experienced in fatal pedestrian cases to better understand your options. Emotional support is critical after unexpected loss, and leaning on family members, counselors, or community resources can help during a very difficult time.

If you have any concerns about navigating the legal process surrounding this incident, call 866-883-4318 to speak with a lawyer.
