(Los Angeles, CA) Los Angeles police arrested a woman suspected in the September 22, 2026, collision at 60th Street and 10th Avenue that killed Hernan Martinez, 16, and severely injured his sister.

At about 9:35 p.m. September 22, a blue 2025 Nissan Sentra approached 10th Avenue eastbound on 60th Street in Hyde Park. Police allege Raygine Glentasia Evans, 28, drove through a stop sign at 80 mph and struck Hernan and Vicky Martinez. The Sentra continued until it hit a parked vehicle, investigators said.

Following the collision, Hernan died at the scene, and Vicky required hospitalization for severe injuries, according to the LAPD. Their brother, Eliseo Martinez, said Vicky suffered a fractured pelvis and needed surgery. He told reporters their mother pulled Vicky away from the car; the mother was not struck.

After the Sentra stopped, Evans and a female passenger fled, police said. Investigators identified the passenger as Joannae Shavon Rosby. The pair removed belongings before someone driving a red Honda Accord picked them up, Detective Ryan Moreno said.

Describing the aftermath at an earlier news conference, Moreno said, “The disgusting part of this is what happens afterward.” Detectives arrested Evans in Los Angeles at about 10:30 a.m. October 28, according to the LAPD. Authorities booked her into county jail with bail set at $3.255 million.

Analysis of the 60th Street Hit-and-Run

The arrest marks a significant development in identifying the suspected driver. The reported failure to stop at the intersection and the departure afterward raise separate legal issues.

At a stop-controlled intersection, California Vehicle Code 22450 requires drivers to stop at the marked limit line. Without one, the stopping point is before the near-side crosswalk or, if none exists, the intersecting roadway. The LAPD’s allegation that Evans passed the sign places that requirement directly at issue.

Speed deserves separate attention. California Vehicle Code 22350 prohibits driving faster than conditions reasonably allow or at a speed that endangers people or property. The reported 80 mph is an investigative allegation, but it makes the Sentra’s speed an important part of reconstructing the collision.

Leaving after an injury or fatal collision carries duties independent of who caused the impact. California Vehicle Code 20001 requires an involved driver to stop immediately and fulfill required identification and assistance obligations. Investigators’ account of the occupants abandoning the Sentra bears directly on that issue.

    Support for the Family

With an arrest made in the 60th Street hit-and-run, you can ask the LAPD’s South Traffic Division how your family will receive case updates. If you are helping with Vicky’s care, keeping her hospital paperwork together can make follow-up appointments easier to coordinate. A qualified attorney can also explain how claims involving her injuries differ from those arising from Hernan’s death.
