Pedestrian Killed in 210 Freeway in Pasadena (Pasadena, California) A pedestrian was killed by a driver on the foothill of the 210 Freeway in Pasadena. California Highway Patrol confirmed that the pedestrian was stuck just west of Lake Avenue on the eastbound freeway. The driver that struck the pedestrian called California Highway Patrol and reported that she may have hit the driver. The 45 year old pedestrian, Richard Owens, was attempting to cross the freeway before the collision took place at around 9:31 A.M. near Madre Street. A second witness also saw the pedestrian attempt to cross the freeway but it led to his fatal death. According to California Highway Patrol, Owen was then found in the slow lane of the freeway. CHP also confirmed that the pedestrian was pronounced dead on scene. After the collision two white SUVs came to a stop on the ramp side of the freeway with one of them with front-end damage to the vehicle. Investigators don’t know the amount of cars that struck Owen at the moment but are currently investigating including the reason as to why the pedestrian chose to cross the freeway. The California Highway Patrol’s Altadena Area Office is currently leading this investigation. Analysis of Pedestrian Killed in 210 Freeway In Pasadena. Investigators of this case most likely viewed the California Vehicle Code (21960) to determine if the vehicle or the pedestrian was at fault in this collision. In this case, the driver may not be at fault because if the freeway does not allow pedestrians, investigators can take a look at (21960) (a) as it shares that the government can decide who is allowed on the freeway. It can prohibit walkers, cyclists and even small vehicles. The pedestrian may not have been allowed to walk into the freeway, and was made only for vehicles to pass by. Speed laws can play a big role as to why the pedestrian was confirmed deceased on scene. If the driver went at high speed, it probably struck the pedestrian too hard for him to succumb to just injuries. Speed Laws (22350) mentions what violates this law by stating no one should drive above the reasonable or prudent in regards due to weather, visibility, traffic on, surface of width of, the highway and can’t speed that would put others and property in danger.August 4, 2026
