(Panorama City, CA) A pedestrian sustained serious injuries in a Roscoe Boulevard hit and run crash near an intersection in Panorama City.

On Tuesday, August 12, at 11:35 p.m., the Roscoe Boulevard hit and run collision occurred. According to the Los Angeles Police Department, it happened at the intersection of Roscoe Boulevard and Tobias Avenue.

When police arrived, they found a pedestrian, a man in his 20s, lying in the roadway, said LAPD Officer Charles Miller. Officers learned the man walked in westbound traffic lanes on Roscoe, west of Tobias. At that moment, a brown or gold-colored van struck the man. After assessing the victim, they determined he sustained serious injuries from the Roscoe Boulevard hit and run crash. Paramedics came and transported the victim to a hospital. It appeared to officers that the driver did not stop to help the pedestrian and fled the scene.

According to an LAPD statement, the van’s driver stopped by the north curb for a moment before driving westbound on Roscoe Boulevard. Police stated the driver of the van did not stop, identify themselves or help the downed pedestrian.

Anyone with information regarding the hit-and-run is urged to contact LAPD Valley Traffic Division Officer Takishita at 818-644-8116 or 818-644-8020. Calls during non-business hours or weekends should be directed to 877-527-3247. Tipsters who choose to remain anonymous can call Crime Stoppers at 800-222-8477.

Legal Opinion of the Roscoe Boulevard Hit and Run

The hit and run collision at Roscoe Boulevard and Tobias Avenue involves clear violations of California’s traffic and criminal laws. Under California Vehicle Code 20001, any driver involved in a collision causing injury or death must immediately stop at the scene, provide identification, and render reasonable assistance. In this case, the driver struck a pedestrian, causing significant injuries, and then fled without helping. Even if the driver fled, they remain legally and financially responsible for the harm caused. Once located, they could face not only felony hit and run charges but also liability for the victim’s medical expenses, and lost wages.

The injured pedestrian has the right to pursue a personal injury claim against the driver. If the driver is uninsured or cannot be found, the victim can turn to their own uninsured motorist coverage under California Insurance Code 11580.2. This type of policy can help cover medical bills, rehabilitation costs, and lost income when authorities identify the at-fault party. The extent of the pedestrian’s injuries will determine the potential settlement or verdict value.

What the Victim Can Do

The victim should retain an experienced personal injury attorney immediately. The attorney can coordinate with LAPD to track the investigation and obtain the police report once it is complete. They can also gather evidence from the scene, including surveillance footage from businesses or homes near Roscoe Boulevard. If the driver remains unidentified, the attorney can assist in filing an uninsured motorist claim and ensure the insurance company meets its obligations. Because hit and run cases often involve urgent evidence collection, acting quickly is critical. Even as the focus remains on the victim’s recovery, taking these legal steps now will help secure the financial resources needed for medical care, rehabilitation, and long-term stability.
