(Torrance, California) Investigation continued today by Police on a pedestrian that had died on Monday when a vehicle traveling northbound hit the individual.

The Torrance Police Department confirmed that the collision was reported at around 8:40 P.M. The collision was reported on the intersection of Madrona Avenue and Garnet Street just south of Del Amo Boulevard.

Preliminary findings near the department’s Traffic Divisions and Forensic Investigations team indicate that while the pedestrian crossing Madrona, was outside a marked crosswalk but yielded the right-of-way of southbound traffic. While he was crossing, a vehicle traveling northbound struck the pedestrian. Torrance Fire Department Personnel arrived and pronounced the individual deceased at the scene. 

The driver stopped and cooperated with investigators and was not under the influence of any alcohol. The investigation is currently ongoing. 

Analysis on the Intersection of Madrona Avenue and Garnet Street:

Investigators may have reviewed Pedestrians’ Rights and Duties (22350) (a) This law states that all drivers should yield the right of way to pedestrians in an unmarked/marked crosswalk at an intersection. This may help investigators find out who was at fault in the collision. 

Because alcohol was not involved in the accident, investigators may want to view the Driving Offenses law code, 23123.5 (a). This law states that a person should not drive a motor vehicle while holding or operating a wireless telephone or an electronic wireless communications unless the devices are designed to not be operated using your body. (D) may be what investigators if the law above was violated by the driver. This law states violation of the section can result in infraction punishable with a fine of 20 dollars on the first offense and 50 dollars for each subsequent offense.
