(San Rafael, CA) A woman was killed Wednesday morning, January 14, after being struck by a vehicle in a Point San Pedro Road crash near a busy Marin County intersection.

CHP officers said reports of the collision came shortly before 8:40 a.m. at the intersection of Point San Pedro Road and Summit Avenue. When officers arrived, they found a female pedestrian who had been hit by a vehicle near the crosswalk area. They pronounced her dead at the scene. CHP Officer Arthur Tellez said the woman appeared to have been struck in or around a crosswalk. Authorities identified the victim as Lucia Jennifer Blandina Sontay Vicente, 19.

The male driver involved in the collision remained at the scene and cooperated with investigators. Authorities did not make any arrest. A lane of Point San Pedro Road remained closed while officers conducted a traffic investigation. The investigation remains ongoing.

Review on the Point San Pedro Road Crash

When a fatal pedestrian collision occurs at an intersection, investigators review traffic safety laws. These reviews focus on right-of-way, driver attentiveness, and pedestrian movement within crosswalks.

Because the collision occurred near a crosswalk, investigators may examine the Pedestrian Right-of-Way Law. This law requires drivers to yield to pedestrians crossing within marked or unmarked crosswalks. Intersections with morning traffic can increase risk when visibility or timing issues arise.

If speed or reaction time is questioned, investigators could consider the Basic Speed Law. This law requires motorists to drive at speeds reasonable for traffic, visibility, and roadway conditions. Morning hours can present glare, shadows, or congestion that reduce reaction time. These statutes help investigators evaluate what may have led to the Point San Pedro Road crash as evidence continues to be reviewed.

    Advice for Vicente’s Family

You may also consider speaking with a legal professional experienced in fatal pedestrian cases to better understand your options. Emotional support matters, and leaning on family members, friends, or local grief counseling resources can help during an incredibly difficult time.
