(Van Nuys, CA) A man died after two vehicles struck him near Victory Boulevard, according to Los Angeles police.

On Thursday, November 5, at around 6:05 p.m., officers responded near Victory Boulevard and Cedros Avenue. The Los Angeles Police Department said the pedestrian had first been struck by a vehicle traveling eastbound on Victory near Willis Avenue. That driver stopped to help.

As the man attempted to leave the roadway, a second vehicle traveling north on Cedros Avenue struck him, police said. Officials described that vehicle as possibly a red Cadillac and said its driver left the area. The pedestrian died at the scene.

Following the crashes, police continued investigating the second collision and searching for the fleeing driver. The LAPD said it was not investigating the first crash.

Meanwhile, Metro announced at approximately 7:50 p.m. that buses were being detoured in both directions through the surrounding area. The agency said the detours would remain in effect until 11 p.m. while police investigated.

Legal Overview of the Victory Boulevard Collision

Police described different responses from the two drivers: one stopped to help, while the other left. California’s collision duties extend beyond stopping to include identification and reasonable assistance.

California Vehicle Code 20001 requires a driver involved in a collision that injures or kills another person to stop immediately and fulfill the applicable duties at the scene. The reported departure after the second impact is the conduct underlying the hit-and-run investigation.

Stopping is only part of that obligation. California Vehicle Code 20003 requires identifying information and reasonable assistance to an injured person, including arranging medical transportation when treatment is apparently necessary or requested.

These duties apply to involvement in an injury collision, rather than only to the driver who caused it. Help from another motorist does not replace an involved driver’s own responsibilities at the scene.

Support for the Family

You can ask the assigned LAPD investigator how to submit footage showing either impact in the Victory Boulevard collision. Preserve original recordings rather than edited clips, and identify which location they show: Victory near Willis Avenue or Cedros Avenue. That distinction can help investigators separate the two events and identify the vehicle that left.
