(Tucson, AZ) Armando Andrew Ramirez Lopez died days after a vehicle struck him near a Bilby Road intersection.

On October 31, at around 8 p.m., the accident occurred near the intersection of Bilby Road and Park Avenue. Ramirez Lopez was walking along the road’s shoulder when he was hit, according to the Tucson Police Department. Detectives said the stretch of road had no streetlights. Rain was falling, and water had partially flooded the roadway.

Following the collision, Ramirez Lopez was taken to a hospital with life-threatening injuries. Police confirmed that he died days later. His family established a GoFundMe campaign to help cover funeral, medical and attorney expenses.

The 21-year-old driver remained at the scene and cooperated with investigators, police said. Investigators determined that the driver was not impaired. As of November 5, no citations had been issued and no arrests had been made.

The family has set up a GoFundMe page for Ramirez Lopez to help raise funds for funer

Analysis of the Bilby Road Accident

The reported rain, standing water and lack of streetlights make driving conditions central to understanding this collision. Ramirez Lopez was walking on the shoulder, rather than crossing the street, according to police.

Arizona Revised Statutes 28-701 requires drivers to maintain a reasonable and prudent speed for existing conditions and hazards. It specifically requires reduced speed when weather, roadway conditions or pedestrians create a special hazard. Here, the rule concerns how a driver should adjust to rain and partial flooding, rather than simply whether the vehicle was below the posted limit.

Separately, Arizona Revised Statutes 28-794 requires drivers to exercise due care to avoid striking pedestrians on a roadway and sound a horn when necessary. That duty addresses recognizing and responding to a person near the vehicle’s path, including under difficult visibility conditions.

The finding that the driver was not impaired addresses one possible contributing factor. Safe speed and care around pedestrians remain separate considerations when reviewing how the collision occurred.

How Ramirez Lopez’s Family Can Move Forward

You can keep the family’s fundraising updates consistent with documented expenses from the Bilby Road accident, while leaving private medical records and legal communications off the public page. A separate, private expense record can help distinguish costs already paid through donations from outstanding bills when discussing assistance or insurance claims.
