(Bakersfield, CA) A Norris Road accident resulted in the death of Jesus Torrez Loya Jr., 31, of Bakersfield Thursday night, October 9, according to the Kern County Coroner’s Office.
The California Highway Patrol said the crash occurred around 8:55 p.m., east of Stockton Avenue. A preliminary investigation determined that a 27-year-old Bakersfield man drove a 2010 silver Toyota Corolla eastbound on Norris Road. They learned he was going at approximately 45 miles per hour when the collision occurred.
For reasons still under investigation, Torrez Loya was crossing southbound from the north shoulder, outside of a marked crosswalk. As he crossed, the Toyota struck him. He was pronounced dead at the scene by the time authorities arrived. The driver stopped immediately and cooperated with authorities. CHP said it remains unknown whether alcohol or drugs played a role.
Perspective on the Norris Road Accident
Tragic pedestrian crashes like this one often prompt a close review of roadway conditions, visibility, and the decisions made by both the driver and Torrez Loya. In this case, investigators will assess lighting, speed, and pedestrian movement to determine how the collision occurred.
Because the Torrez Loya was crossing outside of a marked crosswalk, California Vehicle Code 21954 is a key statute in this case. It requires pedestrians crossing at unmarked locations to yield to vehicles. Drivers must also adhere to this rule and yield the pedestrians, even outside of marked crosswalks. This dual responsibility highlights the importance of awareness and caution for everyone sharing the road.
If vehicle speed is found to have contributed, the Basic Speed Law may also apply. It mandates that drivers travel at speeds that are safe for the conditions, including lighting and pedestrian presence. Even within the speed limit, drivers must slow down when visibility is limited or when pedestrians are nearby.
Authorities will continue examining these factors to determine what led to the Norris Road accident that killed Torrez Loya and whether roadway safety improvements could help prevent future tragedies.
