(Desert Palms, CA) A 22-year-old Thermal man was arrested early Friday morning, October 10, on suspicion of driving under the influence after a two-vehicle collision involving a California Highway Patrol enforcement car in a Washington Street ramp crash, authorities said.

The collision occurred shortly before 1 a.m. on the westbound Interstate 10 off-ramp at Washington Street near Varner Road, according to the CHP. Two officers inside a Dodge Charger patrol vehicle were exiting the ramp. At that moment, a 2024 Toyota Corolla entered the ramp traveling the wrong way, striking the front of the patrol car.

Both vehicles sustained significant front-end damage. Paramedics transported the Corolla’s driver, identified as Jose Huitron-Rueda, and the two CHP officers to Desert Regional Medical Center in Palm Springs with major injuries. Authorities later arrested Rueda on suspicion of DUI, according to CHP Officer Rafael Espinosa.

A SigAlert was issued for the off-ramp and remained in effect until shortly before 10 a.m. The crash remains under investigation, and anyone with information is asked to contact the Indio CHP office at 760-772-5300.

Perspective on the Washington Street Ramp Crash

Wrong-way collisions can result in the most dangerous types of roadway incidents. Investigators will focus on impairment, vehicle direction, and roadway signage to determine how the crash occurred.

Because DUI is suspected, California Vehicle Code 23152 is central to the investigation. This law makes it illegal to operate a motor vehicle while under the influence of alcohol or drugs. Convictions can carry heavy penalties, especially when a crash results in serious injuries to others.

In addition, California Vehicle Code 21651 may apply. It prohibits driving on the wrong side of a divided highway or ramp. Wrong-way driving creates an extreme hazard for approaching vehicles, particularly on high-speed off-ramps where sightlines are short. Investigators will assess how the driver entered the ramp and whether impaired judgment contributed to the error.

Authorities will continue gathering evidence and reviewing crash data on the Washington Street ramp crash. They will determine the full cause of the collision and identify possible safety improvements to prevent similar incidents in the future.
