(El Monte, California) Authorities continued to investigate a vehicle accident that killed an e-bike rider in El Monte.
According to the El Monte Police Department, officers received reports in regards to a fatal crash that occurred at the 4100 block of Richmond Ave, near Bryant Road at about 10:45 p.m. on Monday.
Paramedics arrived at the scene to aid the e-bike rider, but did not survive and were pronounced dead at the scene. The victim was later identified as Estaban Martinez,48, who was a father of five children and a grandfather.
His family told CBS news that Martinez just received his e-bike for his birthday and on Monday night, he rode the bike to visit a friend before the fatal accident that occurred only a few blocks from where he lives.
The driver involved in the accident, cooperated with investigators and the investigation continued with police officers at the scene until Tuesday morning.
El Monte Police officers are still investigating the fatal collision.

Because this accident involved a death, investigators will likely review California Vehicle Code 20001 (2) which lists the following punishments if involved in an injured or fatal collision. Imprisonment in state prison from 2-5 years, county jail for at least a year, fined $1,000 to $10,000 or both.
Investigators may also review California Vehicle Code 21751 if the vehicle driver was passing and overtaking in the same direction of the e-biker that resulted in the fatal death of the rider. Under this law, drivers can not pass or over take on the left side of the center of the roadway going the same direction unless it is safe to do so.
