Dallas, TX (December 18, 2023) Nestor Lujan Flores was arrested after hitting a pedestrian and fleeing the scene in the White Settlement area of Dallas, authorities said. Officers with the Dallas Police Department responded to the call a few minutes after 11:00 p.m. on Saturday, December 16th.
This story begins with the driver of the vehicle, Flores, hitting a pedestrian and saying he hit an animal. Officers arrived at the parking lot in the 8700 block of I-30 service road after receiving a call about a vehicle with extensive damage and the driver slumped over the steering wheel, authorities said.

Police officers arrived at the scene and found a dead body in the passenger seat of Flores’ car. They asked Flores to get out of the vehicle and called emergency personnel to the scene. It was determined that the passenger was dead.
White Settlement Police Chief Christopher Cook said Flores never called 911 following the accident. He said, “When you’re impaired to this level where you hit a pedestrian on the roadway and you think its an animal, that’s a significant impairment.”
The Dallas County Sheriff’s Office has taken over this investigation. Flores faces several charges, including intoxication manslaughter, failure to stop and render aid and driving under the influence of drugs and/or alcohol. Officers said that Flores has been arrested before and convicted in Plano, Texas, for driving while intoxicated.
