(Bakersfield, CA) A woman died after a Bakersfield police patrol vehicle struck her in the 7600 block of White Lane.
On October 31, at around 2:45 a.m., the patrol vehicle was traveling east on White Lane in southwest Bakersfield. Police said the woman entered the roadway from the south side of the street and walked into the vehicle’s path. She was outside a crosswalk, according to the department.
Following the collision, the woman died at the scene. The Kern County Coroner’s Office subsequently identified her as 23-year-old Fatima Scarlet Morales.
Bakersfield police identified the driver as Officer Robert Carreno, who joined the department in December 2025. Carreno was responding to a call for service at the time of the collision. The department placed him on routine paid administrative leave.
Bakersfield police are investigating and asking witnesses to come forward. Anyone with information can contact the department’s Traffic Division at 661-327-7111.
Legal Overview of the White Lane Accident
Police described Morales entering the roadway outside a crosswalk as the patrol vehicle approached. California’s pedestrian rules address both the obligation to yield and the driver’s responsibility to watch for people in the road.
California Vehicle Code 21954 requires pedestrians outside marked crosswalks or unmarked crosswalks at intersections to yield to vehicles close enough to present an immediate hazard. The same section preserves the driver’s duty to exercise due care for pedestrian safety. Here, the timing of Morales’s entry and the patrol vehicle’s approach are relevant to applying those duties.
Carreno’s reported response to a call for service does not, by itself, establish that emergency-driving exemptions applied. The department’s account describes the purpose of his trip without specifying emergency warning equipment or a qualifying emergency response.
What the Family Can Do
For updates about the White Lane accident, contact the Bakersfield Police Department Traffic Division and request the report number and assigned investigator. Keep that reference separate from any Kern County coroner case number, since the collision investigation and death examination produce different records. Witnesses with information about Morales’s movement or the patrol vehicle’s approach should provide it directly to the Traffic Division.
