(Surprise, AZ) A motorcyclist died Saturday, December 20, in a Bell Road crash near Sunrise, according to the Surprise Police Department.

Officers responded to the two-vehicle collision and identified the motorcyclist as Charles Kearns-Highsmith, 72. Police said they temporarily closed westbound Bell Road, which impacted traffic at Mountain View. Eastbound lane restrictions were put in place at Bell Road and Sunrise during the investigation.

The roadway fully reopened shortly before 7 p.m. Additional details about how the crash occurred have not yet been released.

Opinion on the Bell Road Crash

When a fatal collision involves a motorcycle, investigators often review the Motorcycle Safety Law. This statute requires drivers to operate safely around motorcycles, allowing them full use of a lane and avoiding unsafe maneuvers. Applying this law helps determine whether the other motorist provided the appropriate space and caution before the Bell Road crash.

If early findings suggest lane movements or vehicle positioning contributed to the impact, officers may examine the Improper Turn and Lane Movement Law. This rule governs how drivers must make turns and lane changes safely. It is especially relevant at intersections like Bell Road and Sunrise, where heavy traffic and turning vehicles often heighten collision risks.

Speed may also be reviewed under the Reasonable and Prudent Speed Law. Investigators assess whether either vehicle was traveling too fast for roadway or traffic conditions. Understanding speed helps clarify how quickly both drivers could react in the moments leading up to the Bell Road crash.

    Support for the Family

If your loved one was the victim, you should request the Surprise Police Department’s collision report once it becomes available. It will provide important information that may answer many of your questions.

You may also want to speak with a wrongful death attorney who can explain options regarding funeral expenses, loss of support, and other potential claims.

Lean on family, friends, and local grief resources as you navigate this difficult time. Support from others can make the overwhelming days ahead a bit more manageable.

If you have any concerns about navigating the legal process surrounding this incident, call 866-883-4318 to speak with a lawyer.
