(Visalia, CA) A person using an electric wheelchair was struck and killed Friday evening, October 31, in a Mooney Boulevard crash, according to the Visalia Police Department.

Officers responded just before 6:00 p.m. to reports of a collision between a vehicle and a pedestrian at the intersection of Mooney Boulevard and Feemster Avenue. When they arrived, officers found that the victim had been hit while crossing the street in a mobility chair.

When paramedics arrived, they rushed the victim to Kaweah Health Medical Center, where they later died from their injuries. The driver involved remained at the scene and cooperated with police.

Authorities said the investigation is ongoing and have not released the victim’s identity pending notification of family members.

Overview on the Mooney Boulevard Crash

When a pedestrian using a mobility device is struck, investigators often begin with the Pedestrian Right-of-Way Law. This law requires drivers to yield to pedestrians — including those in wheelchairs — who are crossing the street within a marked or unmarked crosswalk. Failing to yield or exercising insufficient caution can result in serious or fatal injuries.

If speed or visibility played a role, the Basic Speed Law may also be considered. It requires drivers to operate at a speed that is safe for current traffic and lighting conditions, particularly near intersections frequented by pedestrians.

In some cases, the Due Care Law can apply when a pedestrian is crossing outside a designated crosswalk. It directs both drivers and pedestrians to use care and awareness to prevent collisions. These statutes will help determine responsibility in the Mooney Boulevard crash.

    Support for the Family

You should stay in contact with the Visalia Police Department for updates on the investigation and for assistance in obtaining the official collision report once it becomes available. This document can provide important details about what happened.

When you are ready, consider consulting with an attorney experienced in pedestrian and mobility-device injury cases. They can explain your family’s rights and guide you through next steps toward accountability and closure.

Finally, focus on emotional healing and support. Lean on friends, family, and grief-counseling resources in Visalia to help you navigate this tragic and unexpected loss.
