(Sacramento County, CA) An 18-year-old e-scooter rider died, and a juvenile passenger suffered major injuries in a  collision with a pickup near Sloughhouse.

On November 2, at about 4:10 p.m., the crash was reported on Grant Line Road, north of Jackson Road, also known as State Route 16. The scooter was traveling south on Grant Line Road with the 18-year-old operator and a juvenile passenger aboard, according to the California Highway Patrol’s preliminary investigation.

At the same time, a pickup truck was approaching northbound. The scooter rider turned across Grant Line Road, and the pickup struck the scooter in the northbound lane, investigators said. By the time first responders arrived, they pronounced the rider dead at the scene. The juvenile passenger was transported to a hospital with major injuries.

Following the collision, the pickup driver remained at the scene and cooperated with officers. Grant Line Road was closed in both directions during the response and investigation. The roadway has since reopened.

The CHP said the scooter’s speed was unknown and had not determined whether drugs or alcohol contributed to the collision. The investigation remains ongoing.

Analysis of the Grant Line Road Accident

The reported turn across opposing traffic and the presence of a passenger bring two traffic rules into focus. The turning rule addresses the movement before impact, while the passenger restriction concerns how the scooter was being operated.

California Vehicle Code 22107 requires reasonable safety before turning or moving right or left on a roadway. It also requires an appropriate signal when another vehicle could be affected. Here, the CHP described the scooter turning into the northbound lane as the pickup approached, making the timing and execution of that movement relevant.

California Vehicle Code 21235 prohibits carrying a passenger on a motorized scooter. The CHP’s account places two people on the e-scooter. Applying that restriction requires confirming that the device meets California’s legal classification of a motorized scooter.

These rules address separate aspects of the scooter’s operation. Any assessment of responsibility must also connect the conduct to the collision; the presence of a passenger alone does not explain why the vehicles collided.
