(Visalia, CA) A pedestrian died after being struck by two vehicles, including a Visalia police cruiser, the Visalia Police Department reported.

On Sunday, November 1, at approximately 4:05 a.m., a vehicle traveling north on Mooney Boulevard struck a pedestrian in the roadway near Beech Avenue. The impact left the pedestrian lying in the street, with their personal belongings scattered nearby.

Seconds later, a marked Visalia police vehicle approached northbound while on routine patrol. As it entered the intersection at Beech Avenue, it struck the pedestrian, who was still down from the initial crash. The department said the officer was unaware of the earlier collision.

Following the second impact, the officer immediately blocked traffic and provided assistance. Emergency medical personnel transported the pedestrian to Kaweah Health Medical Center, where the pedestrian died despite lifesaving efforts.

The California Highway Patrol has taken over both collision investigations to provide an independent review, authorities said. Roads temporarily closed during the response have reopened.

Legal Guidance on the Mooney Boulevard Collision

California Vehicle Code 22350 requires drivers to travel at a speed reasonable for visibility, traffic and roadway conditions, even when below the posted limit. Here, the pedestrian was lying in the roadway before the second impact. Assessing the patrol vehicle’s approach would include how far ahead the officer could see and the distance available to slow or stop. Police have not reported either vehicle’s speed.
